Our Leadership and Management Team

Led by Ulysese Jefferson, the WINS leadership team includes Diane Bellegarde, COO; Mark Jefferson, CTO; Valerie McCool, CFO, Dave Jefferson, CSDO, and Jim Malone, CAO. This leadership team has more than 180 years of combined experience in government contracting and more than 130 years in information technology consulting.

Ulysese Jefferson Ulysese Jefferson
President and Chief Executive Officer

Ulysese Jefferson is the President and Chief Executive Officer. Ulysese brings more than 40 years of information technology and contracting experience. He retired from the U.S. Department of State after a distinguished 30-year career. Ulysese is a member of the Institute of Management Consultants, Armed Forces Communications and Engineering Association (AFCEA), Independent Telephone Pioneers Association (ITPA), Black Data Processing Association (BDPA), and the National Black Chamber of Commerce. He holds a Bachelors of Science in Information Management Systems and has continued his educational pursuit through additional course study in Supervisory/Leadership, Database Design, Data Communications, Telecommunications Technology, Multiplexing and Type I/II Encryption Systems. Through his leadership, WINS has grown to a company of over 190 employees servicing a multitude of Civil and Defense organizations and agencies.

 

Valerie McCool Valerie McCool
Chief Financial Officer

Valerie McCool is the Chief Financial Officer and has been with WINS since it was founded in 2001. Valerie has more than 25 years of accounting experience spanning all facets of accounting including: contracting, payroll, accounts payable and accounts receivable, budgeting, account reconciliations, auditing and analysis, and implementation oversight for accounting systems. Valerie is a Certified Public Accountant, holds a Bachelors of Science in Business Administration from the University of Maryland, and has an Essentials of Government Contracting certificate from Villanova University.


Diane Bellegarde Diane Bellegarde
Chief Operations Officer

Diane Bellegarde is the Vice President and Chief Operations Officer. Diane brings more than 20 years of government service experience that spans the entire information technology (IT) lifecycle as both a member of the United States Army and a government contractor supporting the Department of Defense (DoD) and Intelligence Community (IC). Diane holds a Master’s Certificate IT Project Management from George Washington University and ESI, and has a Computer Information Management Systems degree from Strayer University where she graduated Cum Laude. Diane recently joined Worldwide Information Network Systems Inc. after a nine-year career with Booz Allen Hamilton where she was a Senior Associate and Business Manager for its Global Security IT group focusing both DoD and IC programs.


Mark Jefferson Mark Jefferson
Chief Technology Officer

Mark Jefferson is the Chief Technology Officer. Mark brings 18 years of experience that spans the entire information technology (IT) lifecycle supporting both commercial government clients with a focus in recent years supporting the Intelligence Community (IC). Mark has a Computer Engineering degree from Duke University and several technical certifications in relevant technologies including Microsoft Certified Architect (MSA) and Microsoft Certified Systems Engineer (MCSE). He is a member of several associations, including; the Armed Forces Communications and Engineering Association (AFCEA).


Jim Malone Jim Malone
Vice President, Contracts & Acquisitions

Jim Malone (USA LTC, Ret.) is the Vice President and Chief Contracts and Acquisition Strategy Officer. Jim brings more than 40 years of government service experience that spans the entire contracting and financial-management lifecycle, and information technology as both a member of the United States Army and a government contractor supporting the Department of Defense (DoD). Jim holds a MSA in Management Engineering from George Washington University, a BS in Business from West Virginia University, and has completed several military courses in business administration, management and finance. Jim joined WINS in 2007 and has been an integral member helping foster and shepherd WINS’ impressive growth over the last year.


  Dave Jefferson
Executive Advisor for Sales & Marketing

Dave Jefferson is the Chief Services Delivery Officer. He has more than 20 years of information technology experience with both commercial and government clients with a focus in networking, operations, and information-technology project management. Dave earned a B.A. degree from Boston University and has earned several distinctions and been a recipient of the Hammer Award for Excellence in Government.


Mark Jefferson Andy Baratta
Director, National Security Practice

Andy Baratta is a Director for WINS’ National Security Practice. Andy brings more than 15 years of experience supporting the Intelligence Community (IC) as both a Government employee and a contractor, including nine-plus years experience managing large-scale enterprise programs for the Department of Defense Intelligence Information Systems (DoDIIS), and successfully managed, and currently manages, multi-million-dollar contracts, projects, and personnel. Andy holds a Master’s of Computer Science and Masters of Business Administration as well as being ITIL Foundations Certified. Andy joined Worldwide Information Network Systems Inc. after a 12-year career with the Government where he was a Senior Leader (Division Chief and Branch Chief) for within the Chief Information Officer and Information Management Directorate for a Government agency.
