Who Can Use GSA 8(A) STARS?
Any Government entity that does business with GSA can use the GSA 8(a) STARS vehicle. It is easy to use:
| FLEXIBLE ORDERING PROCESS | STREAMLINED ACQUISITIONS |
| STEP 1 The customer forwards the task order (TO) directly to GSA Contract Officer Howard Innis (816) 823-4658 (howard.innis@gsa.gov), or to their internal Contract representative. Contract awards for up to $3.5 million can be sole sourced directly to WINS (usually within 10 days) |
Prior to issuig orderes under 8(a) STARS, Federal Contracting Officers must receive one-time training and be granted a delegation of procurement authority from the GWAC office. This training can be on site or via web, video or teleconference. - or - The Office of Assisted Acquisition Services (AAS) can provide value-added, customized, acquisition, project management, and financial management services. |
| STEP 2 For competitive awards above $3.5 million, eligible companies respond with a techincal and cost proposla (usually within two weeks) |
